| OBJECTIVES Introduction At the outset of the Studies the objectives focused solely on coastal defence needs. However, as the studies progressed, and with a greater understanding of how the coastal defence problems at West Bay were inter-related with other problems it was necessary to review and extend the objectives. Coastal Defence Objectives To identify the causes of the coastal defence problems · To identify and appraise options that would address the coastal defence problems. · To recommend a preferred option Harbour Entrance Objectives West Bay is an economically depressed area; during the Study the Council undertook an independent local economic appraisal to consider options for regenerating the local economy. Various options were considered, including the creation of a Marina. These options were shown to be too expensive and provided no overall local economic benefit. However, the significant benefits of improving the entrance channel were identified. As a result of this the Council resolved to proceed with the development of options for improving the entrance channel. The Council covered all costs, associated with developing the Harbour entrance improvements. Environmental Objectives The Mound area was originally protected by a mass concrete and masonry sea wall and provided an important amenity area within West Bay. The wall was destroyed in 1942 and resulted in both the loss of a two-storey restaurant and the amenity value provided by the Mound. The protection and future of this area is dependent on the sea walls, and therefore, the needs of this area must form part of an overall scheme. The objectives were extended to ensuring that the level of amenity value provided by the Mound was restored to the level provided prior to the loss of the sea wall, and the remediation of the existing unsympathetic emergency coastal defence works. |
